🐛 [Bug] Some mentions don't generate a notification

In some cases some mentions in posts or comments don't generate a notification.

Example:

Steps to reproduce the behavior

1. Discover the respective post or comment by chance.
2. Check the notifcation preview and the notifaction list and realise that there was no notification.

Expected behavior

The notification should produce an alert (green bell symbol) and appear on the notification preview and notification list.

It could be that this is expected behaviour, because if a post author has blocked a user, this user will not receive notifications if he/she gets mentioned in the comments of a post.

Question: Isn't the intention of the feature that the blocked users don't get notifications from each other, so it should not matter who the author of the post is but who the mentioning user is?

@roschaefer Oh, I understand now: The notification doesn't make any sense if the mentioned user can't access the post.

They can see the post, but cannot interact with it @sushidave

If they can access it why not notify them?

Just found another case when notifications are not sent: It happens if you copy one or more mentions from another post/comment instead of typing it in. Please check and advise.
