The IBM Cloud Operator user-facing description from OperatorHub, included in CSV file points to the Installation Guide, which is empty. I refer to https://github.com/IBM/cloud-operators/blob/master/docs/install.md

I can take a pass and submit a PR to update https://github.com/IBM/cloud-operators/blob/master/docs/install.md
