Failure to download: IBM Record Generator for Java #178

I have been trying to download the IBM Record Generator for Java without success. I get the following error message:

IBM Record Generator for Java
This service is temporarily unavailable. Please try again later.

message code: 40

The original page that I am on getting to the download page is:
https://developer.ibm.com/mainframe/products/record-generator-for-java/

It asks me to signon using my IBM id then it takes me to this page which throws the error:
https://www-01.ibm.com/marketing/iwm/iwm/web/download.do?S_PKG=dl&source=swg-ibmjavarec&transactionId=457938358&pageType=urx

Is the IBM Record Generator for Java an available product?
Why am I getting this error?
Can someone fix this?
