Support default environment

Allow config file to include a default environment, reducing the need to add the environment name to every command.

For example:

active_environment: dev
environments:
  dev:
    tnco:
      ...etc...

It would be useful if there are also commands to update the default environment without having to find your lmctl config file and update it.
