Integrate arcticdem into asset directory #165

The asset directory should contain entries for remote s3 and local file system copies of the index files for the mosaic and strip ArcticDEM datasets.

The geo package raster could should then use the asset directory to find the corresponding index files whether they be VRTs, shapefiles, or something else.

This has been done. The VrtRaster and VctRaster classes now use the asset directory for the path and index file information.
