Add Drop-Down Data Type to report_data template and supporting data list structure

In the current report_data data list, there are 2 data types the author can select: Title & Toggle

Title appears in the template as a bold heading text and toggle appears as an on/off slider for the user to report whether an event did, or did not, occur.

In addition to these 2 reporting types, FacilitatorApp requires a drop down list.

In the proposed format, the type is 'list' and the options are piped in the text field.
