For countries where admin 1 levels are spelled out, the total alerts displayed under the admin1 levels appear to be higher than the overall number for the entire state. Examples include Norway, Tanzania, and Brazil. Is this because alerts are issued for multiple admin 1s and then shown for each one, or is it an error?

I think this is a related issue:

When I filtered by extreme severity and country South Africa, it said there were three alerts, and those three alerts appeared under the 'Alerts' section without problem, however, when I switched to the 'Admin-1' view I saw this:

Where the count per region doesn't seem to be right. When I click in each admin-1, I see the three alerts, but it is just in this summary version that I think is presenting the total count, rather than the country+severity filtered count

Is this because single alerts are issued for multiple admin 1s and this is not a bug.

In the photos shown above, if there are 3 ongoing alerts in the whole country, shouldn't there be a maximum of 3 alerts for each admin 1 level even if they are issued for multiple admin 1 regions? However, it shows 3 ongoing alerts for the country and 5 alerts for each admin 1 level. Maybe we can check if the filtering works for the admin 1 levels as well?
