[docker] Add the documentation build inside a container

Is your feature request related to a problem? Please describe.
When I build the documentation locally, it doesn't work. I think it's because my python version is too old (2.7.x).

Describe the solution you'd like

• Create or modifiy a Dockerfile for the doc building (maybe with python:3.11.x because it works for me)
• Update the documentation on this feature (./documentation/developers/documentation.md)
