Should we assume federation of (i.e. connectivity to) child
organizations when related by .partOf? Currently the IG does
(see section 1:46.8.2), and we believe this is what is done in practice.
The downside is that there is no way to represent a hierarchical relationship that does not imply routing.

I thought we decided that partOf does not imply any networking, it is limited to organization business relationship only.
