Should we add a new design pattern along the lines of:

Design for Worldwide Use
IIIF specifications should allow the internationalization of all text values to be displayed to users in order to support use around the world. There should be the ability to specify the language of any text value and/or to specify variants in multiple languages.

(motivated by discussion of #1759)

Maybe a little stronger even...

IIIF specifications encourage internationalisation efforts by requiring that text values of properties indicate their language, to support and encourage use around the world. IIIF assumes that text values of properties may have multiple values in multiple languages, rather than this being a special case.

Something like that.
