The patient reference search seems to be broken on the Invoice Registry. Neither the search modal nor the links from other registries work.

This commit removes the dependency on the project in the invoices search
query. The usage of the project identifier made searching for entities
and documents on separate projects fail, since the project of the
invoice does not necessarily have to match the project of the patient.

Closes IMA-WorldHealth#2415.
