Create use case to get a file

Overview of the Feature Request

The aim is to develop a new use case for retrieving a specific file by its unique id or persistentId

This use case will be consumed from Dataverse SPA, although it should be applicable to other scenarios.

This use case will use the existing endpoint to retrieve the file https://guides.dataverse.org/en/6.0/api/native-api.html#get-json-representation-of-a-file
