Interface language switch

Description: Frontend feature. If the user is logged in, he/she should be able to switch the language of the interface in the Settings panel. If not, it can be done in the header.

As a user, I want to be able to switch the interface language so that I could use the app in a preferable language.

Priority: Secondary
