Cannot create stories inside iterations

Under certain conditions, the 'reviewer' combo box in the story creation form is empty and you cannot create any iteration. The combo must show at least the project members.

The reason of the combo being empty is that it shows the list of users that belong to the same area the project does.

In theory, that's a good idea, but in practice it leads to inconveniences when the project management needs to be more flexible. For example, if we have a 'management' area and one of the managers will be the coordinator of a project of the 'development' area, we don't support this use case.

The most accurate metric to know the users involved in a project is checking the project members. Project members can belong to different areas.
