Description of new feature

Add zero suppress prefecture_code option.
JpLocalGov::LocalGov.prefecture_code returns '1' instead of '01' with this option.

Reason

JpLocalGov.LocalGov.prefecture_code returns zero padding prefecture code now.
However, there are cases where zero suppress code is needed, and we want to add an option to handle that.
