Forum: moving of posts to a different topic

Is your feature request related to a problem? Please describe.
Sometimes someone posts something in a topic that is not on-topic and would be better suited in a different topic. Currently it is not possible to move that post to a different topic or create a new topic with those posts.

Describe the solution you'd like
The ability to move posts to a different topic and/or create a new topic with them.
Other forum software has similar features (woltlab forum or phpBB).
