To get extremely detailed usage of ArcGIS Server services, we would need to:

Enable fine logging on ArcGIS Server
Test performance impact of additional logging
Implement System Log Parser to explore analytics: - https://www.arcgis.com/home/item.html?id=90134fb0f1c148a48c65319287dde2f7
Implement scripts to collect, store, and archive logs
