Add DSL for actions

Add DSL for actions like typing:

// val bot: TelegramBot = ...

bot.sendActionTyping()

bot.sendTextMessage(...)

Should be replaced with

// val bot: TelegramBot = ...

bot.withTypingAction(chatId) { // each 5 seconds TypingAction must be sent to telegram system
    sendTextMessage(...)
}
