Return Values Nonnull By Default

Add a ArpNetworking commons compile dependency and modify all package-info.java files to enable marking all return values as non-null by default. Address any parts of the code where a nullable is returned by marking the method's result as @Nullable. Alternatively, consider if the method should instead return Optional<T> (which is not nullable).
