There is logic in the histogram average aggregator to support an empty histogram. However, if such a case is presented to the aggregator it fails for other reasons:

Either, there is a bug in the way the range aggregator iteration works with empty histograms or else the precondition for aggregation (and frankly data ingestion) is that empty histograms should be rejected and we can clean-up the code in the average aggregator (and possibly others).
There is a commented out test in HistogramMeanAggregatorTest.java that demonstrates this.
