A feature that player can make create him/herself a cjm as long as they have permission that can make their own custom cjm without the use of config.

It also would be an awesome a gui for cjm can toggle and choose their cjm (config-made) as long as they have permission each cjm that was made in config.

To add on to this, a command as follows would be very convenient for staff that doesn't have file access;

/cjm create join/quit [user] [permission] [join message]

example:
/cjm create join ItsDed dedjoin1 "[+] ItsDed has joined the party!"

Doing this would set the join message as the next highest priority in the config, or there can be an argument for setting the priority number. Whichever would be easier.

I've moved this out of the CJM 17 milestone because it is a little out of scope for the core plugin, as it's not really designed for this. I am going to keep this open though as I would like to implement it, however, it'll most likely be a separate plugin or some sort of addon.
