When running on SSMT Analysis, we need a remote docker image. Containing idmtools, idmtools_platform_ssmt, idmtools_model, idmtools_emod

Adapt existing image from dtk-tools with new requirements
Ensure it can be built easily in both dev and production modes. The local platform has some example make commands and scripts for versioning

Image is deployed to staging. Testing complete. Just need to update some tests that fail now that we have it in staging in a separate PR.
