BroadwellDEFspBinPkg asserts if PCI 00:1f.6 is disabled #13

If PCI device 00:1f.6 (Thermal Management Controller) is disabled, FSP asserts in FspNotify(EnumInitPhaseReadyToBoot).

It’s not advisable to disable the Thermal Management Controller especially on a Server platform such as Broadwell-DE.
