Document the process to implement a new sampling algorithm to be evaluated by the framework

Explain here how a sampling method is implemented, the methods that it must implement and how samples and weights must be stored and updated. Comment also on the behavior of the importance_sample method and how it should be used when the sampling method is not IS but simulation like MCMC or Nested.
