Change the icon depending on the latency

Original request

Would love to see a little more functionality in terms of "internet connection quality". For example, allow the user to set the extension to do an occasional speedtest and if that falls below a given download and upload thresholds (set by the user) then show a modified icon, such as the green circle but with some sort of "degraded performance" overlay, like a down arrow or something like that.

Feature spec

• Threshold setting
• Turn icon Yellow when latency is higher than the threshold
• Also turn Yellow the latency background in the popup
