Notifying about the internet downtime - popup, Chrome notification, etc

Is there an option that besides a sound – a popup that can advise internet is down? When working at night I turn sound off so as not to disturb others in the house and then if working in Word or offline software – this pop out banner / notification will prompt me to check internet …maybe open a browser session as notification …… you the developer so I am sure you will come up with an idea…😊

Feature spec

• Show a native Chrome notification when the connection status changes
• "Show notifications" setting (enabled by default)
• Request permissions in the manifest
• Update test cases
