I'm not even sure if this is a bug or not, but when I try to run the server from Curseforge it just doesn't work. The server starts up fine, but when anyone tried to join(including me) I just receive the "io.netty.channel.abstractchannel$annotatedconnectexception" message

Run the forge-1.16.5 jar not the minecraft_server jar.

as above said use the forge jar file as the "server jar" file is the normal vanilla jar make sure you also have atleast 6b useable on the server to have no issue due to memory

I'm not quite sure what "6b" is, but I'm assuming you meant to say 6G
Which is where I'm lost because I don't know how to increase that. I've been able to with a server command prompt, but idk how here

you're just connecting to the wrong port, not specifying one will connect you to the default (25565), as it tells on your server logs, the port should be 25569. ie, localhost:25569

I'm having this same issue. When I run the forge-1.16.5-36.2.23.jar file it creates a "logs" folder but doesn't do anything else.
