Update Drupal 8 Prospectus

A formal prospectus is needed for the Roadmap Committee to approve a full pivot to Drupal 8 for the CLAW project. We have a draft here, but it needs some love.

First pass at it is done, if anyone wants to have a look and make suggestions/edits. Are there additional sections needed? Have I broken any of the explanations by moving stuff around? @ruebot and @DiegoPino in particular

I'll mark this as resolved since we have it on the Roadmap agenda - https://github.com/Islandora/islandora/wiki/Roadmap-Meeting-May-27-2016-11:30-am-AST#claw. We can create a new issue to take care of any feedback from the committee should it need it.
