bring back silent bhop/no footsteps when crouching

Is your feature request related to a problem? Please describe.
After the most recent update, an old hl2dm trick no longer works in jbmod. You can no longer crouch while bhopping/whatever to make no noise... There's no sneaking around anymore, since you can just hear footsteps no matter what now. (AKA, since you brought back the default singleplayer footsteps..?)

A convar to bring back the old footstep behaviour.

A convar to bring back the silent crouching only.
