Create a GTF parser similarly to GFF and GBF parser.

Find appropiate differences with GFF. They might be very little.

Decide wether to create a new script named as BacDup/scripts/gtf_parser.py to parse information in GTF format or modify BacDup/scripts/gff_parser.py to include these format too.
