Volcanic forcing off in GCAM-hector's ini file #144

I was comparing temperature between a GCAM run from the file gcam-v5.3-hector-outputstream.csv to a stand alone Hector output and I noticed that the historical period do not match up.

It looks like the volcanic forcing for SO2 is commented out in the hector-gcam.ini file. I suspect this is what is driving the difference. Should this be commented out?

[so2] S0= 53841.2 ; historical sulphate from year 2000 (Ggrams) SN=42000 ; natural sulfur emissions (Ggrams) SO2_emissions = csv:./gcam_emissions.csv ;SV = csv:./volcanic_RF.csv
