If you load up a panel file that has logixs disabled, these disabled logix are still active, even though when you view the table they show as disabled. If you then re-enable and then disable the logix, it is then disabled correctly. If you then re-save the panel file and restart panel-pro, loading the freshly saved file we still have the same problem.

I first came across this issue in 2.5.2, and performed an upgrade to 2.5.5 and the issue still exists.
