GNOME Tour takes up a whole icon (!) and can't be removed from the base image because it's a weak dependency of GNOME Shell and rpm-ostree can't stop installing weak dependencies (see coreos/rpm-ostree/issues/718).
An option is to add a .desktop file to make it hidden, at least. I will also explore other options.
