align evaluation in pcrglobwb_utils.spatial_validation.against_GRACE() and pcrglobwb_utils.spatial_validation.against_GLEAM() with pcrglobwb_utils.scripts.evaluate_per_polygon.

In the end, the command line function should make use of the pcrglobwb_utils function to avoid development of two different streams.
