Is your feature request related to a problem? Please describe.

Current docker-jans-scim depends on persistence entry created by docker-jans-persistence-loader which controlled by optional_scopes=scim config defined when running docker-jans-configurator.

Describe the solution you'd like

The docker-jans-scim should be able to create persistence entry without relying on optional_scopes config in docker-jans-configurator and docker-jans-persistence-loader.
