Describe the bug
getting error for fido2 .well-known configuration

To Reproduce
Steps to reproduce the behavior:

  1. install jans 1.0.21.nightly
  2. complete device auth flow
  3. check for fido2 .well-known configuration
  4. restart VM server
  5. check for fido2 .well-known configuration
  6. See error

Expected behavior
should get all .well-known configuration
