Changes to ET:
ET_14.0
- in C code, add mutex protection when calling et_close and other routines
so there is much more thread safety. It is necessary to run this version
of ET (14.0) in order not to crash the emu with a JVM seg fault.
- in C code, after et_close() is called, its et id cannot be used,
returns new error, ET_ERROR_CLOSED
- in C and Java, when broad/multicasting to connect to an ET system, an
ET client will use all the IP addresses sent by the ET system to try and
connect, starting with addresses on the same subnets. A timeout of 3 seconds
maximum exists for each address tried.
- the "scons install" option now installs et_start and et_monitor but the examples
must now be installed by doing "scons examples"
- add scons options:

-- It now installs into $CODA unless --prefix given on cmd line.
It can also install into --incdir, --bindir, and --libdir if
more installation control is needed

- have ET sys send broadcast addresses in addition to IP addresses when client connecting
- setNetworkInterface() now sets the preferred subnet. It can now accept a subnet address
or a regular IP address which it will internally convert to a subnet address.
It will set the outgoing interface to that subnet as well as choosing the ET sys
IP address on that same subnet so both ends of the socket are well-defined.
- if C client is trying to open a local, Java-based ET system file, it will recognize
this and instead of returning an error, it will attempt a remote connection (using sockets).
- mutex protect reading/writing of heartbeat so no issues with reading old, cached values
of heartbeat and thinking the system is dead when it is not.
- fix bug in which et_alive will try to lock an already locked system mutex during internal
calls to it while cleaning up after dead clients and such. This was causing the ET system
to stop functioning after client died.
- find bug in remote et_events_get() causing an error to be returned even if OK.

signify the default (32).
- if cue > #-of-events when creating a non-blocking station, don't return an error,
just set cue = #-of-events.
- add script (etmonitor) to start gui et monitor and have script installed with
"ant install"
- add method, EtSystem.getLocalAddress(), which gets the local, dot-decimal IP address
used to connect to the ET system. Useful to see which interface being used. 4/8/2016
ET-16.1 (created 4/21/2016)
- added isTemp() method to java EtEvent(Impl) classes in order to tell if an event,
representing an event in a C-based ET system, is a temp event or not. This
necessitated a change in et_jni.c as well. Useful in debugging the operation of
an ET system.
- got rid of the "-dbg" suffix when making libs/executables
ET-16.2 (6/6/2019)
- add the EtContainer.java class and related changes to facilitate an API that generates
little or no garbage when getting and putting events. This was driven by the need for a
much more efficient and faster Event Builder and Event Recorder in CODA.
