Livemap: tooltip text doesn't reflect data under the cursor. #709

When testing Lets-Plot in Sci-View PyCharm plugin noticed a regression in tooltip behavior on map:

Plugin built with Lets-Plot v3.0.0:

Plugin built with Lets-Plot v3.1.0:

In the latter example the tooltip text is showing "Munich" while the cursor is hovering over "Prague".
