Describe the bug

While logged in as user A and having Outline connected I can not login simultaneously as user B (via Screen Sharing from another Mac), when I do - my Outline connection is immediately disconnected and won't reconnect until user B logs out.
Any other VPN I tried works for multiple users simultaneously, not to mentioned no remote user session can block VPN of user using monitor (or vise versa)

Steps to reproduce

1. Connect to Outline server on Mac
2. Login on same machine as another user from another Mac using Screen Sharing
3. Outline stops working for both users

What did you expect to happen?

I expect Outline to keep working, whatever number of users have their sessions running, like any other VPN does

What actually happened?

Outline stops working until only 1 user has session active (sometimes it works for 2, but it's a rare case, and pattern is unclear )
