Revise weight fee runtime

It should be renamed as the transaction-fee-runtime. It can demonstrate several ways to convert weights to fees as it does now. It can also show how to collect fees in various assets as it did in the past but was removed. It could collect transaction fees in multiple assets. Maybe a multi currency adapter type.
