Updating wrapper for MOI 0.6 (#68)

* udpating to MOI v0.5.1 and a little of reformatting * updated MOI version to 0.5.1 * Towards MathOptInterface 0.5 support. * Towards MathOptInterface 0.6 support. * Add MathOptInterface upper version bound. * tests passing moi 0.6 julia 0.7 * fixing a problem where more unecessarry rows could be createdd * Correcting issues mentioned by @mlubin * Tidy comments
