Allow JULIA_CONDAPKG_ENV=@foo to specify a named shared environment, and use scratchspaces to manage these.

Also allow JULIA_CONDAPKG_ENV=@. to signify something? But what?

Store this specifier string in meta.conda_env instead of the actual path, so allowing the project or scratchspace to be moved.
