Error with the rake instruction for creating a database #1044

Hello guys !

I have followed the tutorial about vagrant and Ruby on Rails on Windows XP without any problem, up to the following instruction

rake db:create db:migrate db:seed

I get a bunch of errors telling me that I need to encode the text in Latin1 instead of UTF8, and the database creation fails...
