Two tab bars in Moodle 4

In Moodle 4, there are two tab bars; a general one with JazzQuiz/Settings/Question Bank, More and a specific one with View/Edit/Reports.

Can these two be merged into one bar? That would make the UI a lot easier to grok.

I think the upper tab bar is an implementation which originates from Moodle and not the plugin itself. It is likely possible to merge the lower tab bar into the upper one, but I am not entirely sure how one does it. Asked the Moodle forum for help:
