Use the RF partupgrade system to allow MLI upgrades to upgrade tank types over time.
Patch existing partupgrades to do what we want rather than creating new ones.
edit already existing upgrade nodes to do what we want rather than make new ones
Push back level 1 to Advanced Capsules era, and level 2 too Lunar era.
Improve descriptions of the part upgrade unlocks
