Bugfix: Set the tech for Nuclear Engines, not everything-but-nuclear-engines :HAS implies ,* -- don't combine them manually
Delete old types (Tank-I..IV) Patch PartUpgrades defined in RO, rather than create them here. TODO: Remove the techRequired patches entirely in favor of a pure PartUpgrades system
