Steps to reproduce:

  1. Start a new Career game on difficulty "Normal" (or with 25000 funds)
  2. Activate the "Agressive Negotiations" strategy on 20% in the Administration Building
  3. Enter the VAB
  4. Place a mk1-pod, a mk1-Cockpit and a RTG
  5. Note the cost being less than the funds you have
  6. Try to launch the vessel
  7. Observe the Warning-Message telling "you don't have enough funds".

Tested both with and without KSPCF installed, no other mods installed
