Call forward toggle fail in HarmonyOS 3 or 4 devices with CDMA sim card, toast show -1.
but success if it's GSM sim card.

HarmonyOS Compat with android applications, if I use system default dialer app and in put 21[phone num]# , it can set call forward successflly.

yeah, it has same issue too.
