Describe the specific change you would like:
Gamerules for Sichuan for the Baoding Department paths and the Three Principles Party refusing Chen leading their governments.

Explain the reasoning behind this actionable change:
It is very annoying to be playing a LKMT run and seeing your KMT ally in Sichuan be taken away because they allowed Chen to lead their government despite being aligned to the KMT? I can also imagine this would be annoying for any government seeking to ally the Baoding Department just to see them taken away by Chen. It also just doesn't make very much sense for the Baoding Department or TPP to just pledge loyalty to Sun and fight under the banners of federalism since I don't believe either party are federalist.

This won't be implemented as there is no content there for denying the Federalists, but thank you for the suggestion nonetheless.
