Explanation of the issue:
Umberto II's country leader description assumes Gian Galeazzo Ciano is the Prime Minister, mentioning the latter being a puppet of ANI leaders. However, that doesn't account for when Umberto is crowned while the old man Ciano is still alive and kicking, so to speak.
